GEORGE Osborne last night used a keynote speech to the City of London to announce that nationalised bank Northern Rock is to be sold off.

City insiders expect the sale of the bank bailed out by the taxpayer three years ago to raise £1billion.

But this represents a loss on the £1.4billion the Treasury pumped in under Labour.
