From the Daily Mail we have the interesting story of a family threatened with a £5,000 fine because he was playing too noisily in his garden.
"Failure to comply with such a notice can lead on conviction to a fine, not exceeding £5,000, together with a daily fine of up to £500 for each day the nuisance continues" the letter from Hull City Council states.

Some children can be annoyingly loud it is true, whether or not that is the case here I've absolutely no idea based on the story.
But, some forms of noise and disturbance are more acceptable than others, and will often be ignored. It all depends on the nature of the disturbance.
Hint : Teach him to chant in Arabic and to burn poppies. The fine for that is only £50, and that's if they even bother pursuing it and don't decide to go after the complainant for some form of hate crime for daring to object instead.
